In these Bye-Laws unless the context otherwise requires:

"the Act" means the Local Government Act;

"the Council" means the Ħamrun Local Council;

"locality" means the locality of Ħamrun as shown in the  Second Schedule to the Act;

"loitering" means the persistent presence of any person for no apparent reason;

"street" shall have the same meaning as given to it in the Act.
