The penalty referred to in 4 shall be without Bye-Law prejudice to any right of action which the Council or any other authority may take to remove, deposit, or dispose of any trailer or any other encumbering object or any accessory thereto in terms of the provisions of the Clamping and Removal of Motor Vehicles and Encumbering Objects Regulations, or any other law, and without prejudice to any other penalty or fine (ammenda) which may be imposed under any other law.
