Subject to article 10 of the Act, the Authority may license a broadcast distribution service to offer such own-broadcast radio services or own-broadcast television services or both such own-

broadcast radio services or own-broadcast television services over a broadcast distribution network and such retransmitted radio or television services or both such retransmitted radio and television services as it may approve.
