(1) The fees listed in the Schedule shall be paid to the

Director by any person making use of systems indicated by the Director for the supply of electricity and water, as may be specified by the Director by Government notice published in the Gazette.

(2) The systems indicated by the Director are intended primarily for the use of fishing vessels registered in accordance with the Act:

Provided that any other vessel may make use of the said systems, provided that the fees applicable to them are paid in accordance with these regulations.
