Notwithstanding the provisions of sub-regulations (7) and

(8) of regulation 4 of the regulations, no refresher courses, oral tests, interviews, or written tests shall be held during the year 2021, and refresher courses and tests scheduled for the year 2021 shall be held in the year 2022, and those scheduled for the year 2022 shall be held in the year 2023.
