The commanding officer of a civilian who is charged with an offence and to whom Parts III and IV of the Act apply by virtue of article 179 thereof is such officer, not below the rank of lieutenant-colonel as may be appointed for the purpose by the officer, not below the rank of colonel, commanding the body of troops with which, or the command or other area, garrison or place in which, the civilian is for the time being.
