The establishment of the Armed Forces of Malta and of any corps, unit or other part thereof, shall be such establishment as the

Minister responsible for defence may, from time to time determine, and such establishment shall, subject to the Act aforesaid and to any regulation, rules or orders made thereunder, be governed by the instructions and orders which the said Minister, or the Commander or other officer acting under the authority of the said Minister, may from time to time issue.
