S.L. 217.15 Art. 9Applications for admission.

(1) The application shall be considered and examined either when the third-country national concerned is residing outside Malta or when he is already residing in Malta as holder of a valid residence permit or national long-stay visa.

(2) The third-country national may submit an application when he is not in possession of a valid residence permit but is legally present in Malta.
