In these regulations, unless the context otherwise requires:

"Act" means the Maltese Citizenship Act;

"applicant" means the person who applies for Maltese citizenship by means of naturalisation or registration, and includes dependent persons or persons who apply on behalf of another person;

"Minister" shall have the same meaning as assigned to it in the Act.
