§ Part III

The Application and Evaluation Process

11.** (1) The Agency shall carry out on behalf of the

Minister the processing of applications for citizenship by naturalisation on the basis of merit.

(2) Every application shall be presented to the Minister through the Agency.

(3) Only applicants in receipt of a letter of approval in principle and any dependants included therein in terms of these regulations are eligible to submit an application for a certificate of
