Upon receiving the mediator’s report in accordance with regulation 41, the Court shall, if it deems necessary, hear the parties or their respective advocates and legal procurators, the children and, or

*Not yet in force. the Children’s Advocate as guardian ad litem, if appointed, as it considers appropriate, and shall proceed to issue its decree as soon as possible, approving, amending, or rejecting the said draft and stating its reasons.
