Where the issue or renewal of a licence has been refused, the Director shall inform the applicant of such refusal without delay. The applicant may submit an appeal therefrom to the

Administrative Review Tribunal established in terms of article 5 of the Administrative Justice Act and the provisions of the said Act shall apply accordingly.
