When an offence under these regulations has been committed by an association of persons, every person who, at the time of the commission of the offence, was a director or officer of the association shall be deemed to be guilty of the offence, unless he proves that the offence was committed without his knowledge and that he exercised all due diligence to prevent the commission of the offence.
