A foreign national or undertaking, not being a person mentioned in article 6(1)(b) or (c) (in this Act referred to as an "international registrant") shall be deemed to satisfy the qualifying requirements of article 6(d) unless the Director General has made a declaration to the contrary; and the Director General may, before withdrawing such declaration, impose such conditions as he may deem fit in the circumstances that may include the provision of a guarantee or a bond.
