The Minister may, after consultation with the Authority, make regulations specifying in a general manner the terms and conditions according to which gaming is to be conducted in a casino. (2) Subject to any limitation in the concession granted by the Minister under article 3 the Authority may, either on its own initiative or upon a request by the casino licensee, upon the renewal of a casino licence, vary the number of, and the terms and conditions regulating, authorised machines permitted to be installed in the casino: Provided that the Authority shall not refuse the request made by the casino licensee under this subarticle unless there are reasonable grounds for such refusal.
