Where no rules have been made or approved in terms of article 24, any condominus may propose a set of rules to regulate the condominium and if the same are not accepted by the other condomini, the matter of the adoption of such rules shall be referred to arbitration, and the arbitrator shall determine whether such rules shall be adopted with or without amendment.
