Nothing in this Act contained shall confer any right upon any person to demand the exercise in his favour or in favour of any other person of any requisitioning or other power vested in the

Minister. that person at his last or usual place of abode or place of business, and shall be presumed, saving any proof to the contrary, to have reached the addressee in the normal course of the postal service.
