S.L. 65.21 чл. 17Exceptions.

The requirements of this Part shall not apply to the following:

(a) motor vehicles used by armed forces, civil defence, fire and other emergency services and forces responsible for maintaining public order;

(b) goods vehicles whose maximum design speed is lower than 90 kph and passenger vehicles whose maximum design speed is lower than 100 kph;

(c) motor vehicles used for scientific tests on roads; and

(d) motor vehicles used only for public services in urban areas.
