Where applicants are unable to pay any applicable fees to a passport officer when submitting their application, they shall undertake to repay their Member State of nationality such fees using the standard form set out in Schedule I to the Consular Protection (Unrepresented Citizens) Act. In such cases, articles 11(2), 13 and 14 of the Consular Protection (Unrepresented Citizens) Act shall apply:

Provided that the passport officer may waive the chargingof fees if an applicant is considered to be destitute.
