Any person who commits any breach of an offence under these regulations shall be guilty of a crime:

Provided that the regulations mentioned in the Schedule to the Commissioners for Justice Act shall be deemed to be infringements triable before the Commissioners for Justice:

Provided further that, if the offences contemplated in regulations 4, 5 and 8 are committed in the circumstances mentioned in regulation 10(4), they will be tried by the Court of Magistrates:

Provided further that, in the cases mentioned above, the Court of Magistrates shall also be competent to hear the case if the circumstances mentioned in regulation 10(4) is not proved.
