For the purposes of regulation 44(3), a barrier installed under the instructions of the Authority on a public service garage van shall not, for a period of three years from the entry into force of these regulations, be considered as an object which blocks the emergency exit of such vehicle: Provided that for the purposes of this regulations a public service garage van shall mean a passenger transport vehicle, which at the time of entry into force of these regulations was registered as such in terms of the Motor Vehicles Regulations.
