(1) The costs of the investigations and checks referred to in rule 16 shall be borne by the owner or person having charge of the animals. Where the investigation confirms that suspicion was justified, the costs of analyses carried out under rules 17 and 18 shall be borne by the owner or person having charge of the animals.

(2) Without prejudice to criminal or administrative penalties, the cost of destroying animals which have given a positive result or animals which have been deemed positive in accordance with rule 23 shall be borne by the owner of the animals without indemnity or compensation.
