(1) Distinguished Service Medals shall be awarded in those cases the Minister responsible for the particular disciplined force, on the recommendation of the officer commanding the force, so decides.

(2) The recommendation mentioned in sub-rule (1) shall be made in writing and the officer commanding the force shall set out

(b) has not received a warning or charge during the period of two years prior to the recommendation.
