Without prejudice to any other provision of this Act, the

Director General may, for the purpose of assessing the initial or continuing airworthiness of an aircraft, accept reports furnished to him by a qualified entity or such other person whom he may approve, either absolutely or subject to such conditions as he deems fit, as qualified to furnish such reports.
