Save for the Director (Child Protection), parties to Court proceedings as well as their advocates or legal procurators who shall have free and full access to the acts and documents of the proceedings, the acts of the proceedings and documents thereof shall not be accessible to third parties without the permission of the Court, which may provide such relevant parts of the acts of the proceedings according to the circumstances of the case and if in the best interest of the minor.
