(1) The Minister shall be responsible for securing adequate funds for the actual and effective performance of the functions as set out in article 13.

(2) In administering such funds, the Commission shall ensure adherence to all applicable legislation, including the provisions of the Public Finance Management Act and relevant public procurement legislation.
